You might find that your compass works better if you float the smaller bowl in water, so that it can swing freely.
When I was in the Navy, we had a very large magnetic compass in the pilothouse, where we steered the ship from. Sometimes, we would calibrate it by adding or removing small magnets to the pedestal the compass rested on, to counteract the effects of the metal in the ship.
